Gardner said the Willow Grace Foundation , named after her 11-month-old daughter who was killed in the attack last April, will provide resources and support for survivors — whatever that may look like.

Gardner said she plans to fund the nonprofit through individual donations and fundraising events. She said she plans to partner with organizations that are victim-centered and transparent about their funding, in an effort to make sure funds go directly to victims who need it.
