Williamsport cop again sues, claims he was not promoted due to his union activities

Lt. Fred Miller now has three active lawsuits over the same issue.

WILLIAMSPORT – A veteran Williamsport police officer has filed a third lawsuit again claiming he was bypassed for promotion because of his union activities.

Miller has a suit pending in Lycoming County court claiming he was bypassed to be captain of detectives because of his activities with Fraternal Order of Police Lodge 29. The new suit against the city of Williamsport and Mayor Derek Slaughter stems from the May promotion of Sgt. Justin Ottaviano to patrol captain. Miller notes Ottaviano has not sued the city or been active in the union.

The suit seeks unspecified damages for violations of the First Amendment, specifically freedom of speech and retaliation.in which he accused the police administration under then Chief David J. Young of being anti-union.
