Appearing on The Shuttlepod Show in 2022, Star Trek executive producer Rick Berman answered a fan question about why William Shatner never guest-starred on Star Trek: Enterprise. Berman explained to hosts Connor Trinneer, Dominic Keating, and Erica LaRose his version of why Shatner's Enterprise guest spot didn't happen, and that it boiled down to finances.
I had a meeting… I knew Bill pretty well because he’d been in the movie [Star Trek] Generations with us. He called me up one day and said, “Let’s have lunch.” So I brought Manny Coto and Brannon [Braga], and we went and had lunch… with Bill… What happened was Bill had an idea, or Bill’s people had… Somebody had an idea. And it was a two-parter, and it was relatively clever… It was a two-part episode that [Shatner] was going to appear in.
We sketched it out. We brought it to the studio. The studio looked at it, just in broad strokes. They said, “Great.” And then either agent, lawyer, someone from Bill’s team called [us] up, and I will not even mention the numbers. But the number was probably 8x more than the studio had any interest in.
However, not being able to agree on finances is quite likely one of the main reasons why William Shatner didn't guest star on Star Trek: Enterprise. Later on The Shuttlepod Show, Rick Berman likened Shatner's request for compensation to an idea for Marlon Brando to play the role of Dr. Tolian Soran in Star Trek Generations, with Brando's camp asking for a number far more than Paramount was willing to pay.
