South Africa, an ICC member, is obliged to arrest Russian leader Vladimir Putin at the upcoming BRICS summit and has asked the ICC to exempt it from the move to avoid a war with Moscow.

Ramaphosa said he could not disclose details about these proceedings. "South Africa has obvious problems with executing a request to arrest and surrender President Putin," his affidavit stated. Last month, Ramaphosa led six African leaders' missions to Kyiv and Moscow aimed at brokering a peace deal. In his court submission, he suggested those efforts might be jeopardised.
