Garcia: Why Rosie Castro would be an ideal choice to fill the rest of Sandoval’s term

We’ve seen many City Council resignations over the past decade, but this situation is unusual because it’s happening so close to the next municipal election. The situation recalls what happened in January 2019, when East Side Councilman Cruz Shaw stepped down a few months before the end of his first term to become a state district court judge. Thirteen people applied for the council vacancy.They had an appointment applicant, Art Hall, who previously served two terms on City Council and wouldn’t face a learning curve. Hall also was unique because he had no intention of running for the seat later that year.
But Hall offered experience and expertise without political ambition, and that’s an ideal combination for such a short stint.
