If you're not familiar, to interpolate something means to insert an existing piece — in this case, the chords from "NYD" — into something else. It's different than a sample because it's not actually taken directly from the song itself; "1 Step Forward" re-records the chords in a muted manner so they sound similar to Taylor's, but not exactly the same.
Fans thought there might be something brewing between Olivia and Taylor when it was revealed that Taylor and her collaborator Jack Antonoff were credited onand the whole "1 Step Forward, 3 Steps Back" title does seem to indirectly reference Tay's lucky number, 13.
