Arizona is one of five states without a governor's mansion.

New York's Executive Mansion is an imposing 1856-era brick home in Albany. In all, 45 states provide homes for their governors. Count Arizona in the minority, along with Idaho, Massachusetts, Rhode Island and Vermont.“One of the theories, though it’s really just a theory, is that almost every one of the governors was from Phoenix, so it wasn’t necessary,” Marshall Trimble, Arizona’s official state historian, said.

“When he took office, he was living in a motel complex, which wasn’t befitting for a governor who had to entertain,” Trimble said. Castro hosted an international delegation out of his hotel soon after taking office. When Bruce Babbitt took office, he and his wife, Hattie, had small children, and Hattie decided the home, which is on a cliff, was not suitable for little kids, Trimble said. The Babbitts already had a house in Phoenix, so again the mansion went unused.
