Dallas City Manager T.C. To advance his agenda, the mayor must gather a coalition of at least seven council members on his side. The system was devised in 1930 by a group of businessmen who wanted to thwart the political influence of the Ku Klux Klan in city government. In Dallas, it’s the city manager, Broadnax, who oversees the city’s day-to-day operations, with around 13,000 employees and more than 40 departments. He manages the city’s budget, which is about $4.4 billion this year, buoyed by federal coronavirus relief money.
But the mayor, who has no veto power, still has to coordinate with the council and the city manager to solve the city’s problems.
