SAFA technical director Walter Steenbok is looking to implement reform that will require coaches employed by the PSL to be accredited with a Confederation of African Football A licence.
"So, we are not short of numbers, but we have to enforce [the rules] because it is our territory, and we must implement them. If you don't implement it, you are going to have people asking who is in charge. The new CAF men's club licensing regulations have binned their previous A, B and C category types and nailed them into separate continental and domestic criteria.
"As much as you want to put the blame on the association, when are you going to make the right noises and say, 'PSL, wake up because you are killing us?'" During Tovey's reign, Africa's leading football body imposed a moratorium in 2017 on SAFA from offering CAF A and B licenses.
