Lance, who may start against Mills if Garoppolo can’t play with a Grade 3 thumb sprain, went No. 3 and has started just one game for the 49ers. Justin Fields of Chicago has had his moments but has also been unable to stay healthy, and Mac Jones of New England is a season-long starter but has been unimpressive in his last three starts.
But injury issues, which began in his senior year of high school, limited Mills to 14 games in three seasons, during which he completed 65.5 percent of his passes for 3,469 yards, 18 touchdowns and eight interceptions. Mills pondered returning for his final season of eligibility, but circumstances led to him declaring for the draft instead.
The Texans were a mess, with quarterback Deshaun Watson facing civil suits over alleged sexual assaults and David Culley taking over as a first-year coach. But unlike Lawrence and Wilson, who stepped into bad situations with the Jaguars and Jets and have struggled, Mills has played extremely well over the last two weeks and is staking his claim for the No. 1 job in the future.
