"The No. 1 thing we need to do as a nation, more important than the moonshot, more important than anything else, is to get off of foreign oil, whatever it takes, and I think if we had true markets, we'd spend $5.
"We'd very quickly transition, and you would incentivize all these people out there who are adding efficiencies to lithium-ion batteries and looking at different battery systems."
