"Walkable" – as defined by the EPA's Index – is not simply a measure of how pleasant it is to walk around an area. To score well as a walkable place, people need to be able to go about their lives on foot – commuting to work, running errands, going out, etc.
The third criteria relates to the density of an area's intersections. The more intersections in an area, the slower traffic moves, which means crossing streets is generally safer for pedestrians. An area dense in intersections also could mean that streets are narrower, which also slows traffic and makes crossing streets quicker and easier.
These four variables combine to create a single"walkability score" that is then used to rank different parts of town relative to the rest of the country. Therefore, two areas with a walkability score of 18 out of 20 could look vastly different if one score comes from diversity of land use and employment and the other's score comes from intersection density and transit.
