Early into the lockdown, we heard Trade and Industry Minister Ebrahim Patel warning of heavy fines on businesses that inflated prices. That these brands are clearly illicit means little tax revenue will be going Finance Minister Tito Mboweni’s way, and even less into the pockets of poor consumers.
