In court, judges don’t get paid based on how many times they meet with the parties or how many rulings they issue. In arbitration, however, an arbitrator is paid based on the time they are required to spend on a case; in other words, every decision that an arbitrator is required to make, every phone call or hearing they conduct with the parties, must be paid for.
