What to know about police reforms after George Floyd's death and why 'defunding' might be a solution

As calls to defund the police have grown, ABC News looked at what reforms were in place after the 2014 deaths of Eric Garner and Michael Brown, and how effective—or ineffective—they proved to be.

Yet some research has offered disappointing results.of the Metropolitan Police Department in Washington D.C., one of the largest in the country, researchers found body cameras did not have a"statistically significant effect" on police officers' behaviors.

Minneapolis police say there is body camera footage of the Floyd incident , but it is not clear what it shows. It is also not clear if the other two officers, including Chauvin, were wearing cameras. Research shows that as of 2019, black people still faced a disproportionate risk when dealing with police.

Law enforcement experts agreed that training that includes more emphasis on de-escalation is positive in terms of reform, according to the report. However, no studies have conclusively shown that de-escalation training lowers the likelihood of an officer’s use of force, but some suggest it can help, the report stated.
