Eligible containers will include cans, bottles, cartons, juice boxes and Pop Tops, that have held between 150 millilitres and 3 litres of beverages. This will see a network operator be responsible for managing the network of refund points, providing the refunds, and recycling the collected containers, while a scheme coordinator will be responsible for the administration and financial management of the CRS.It has been almost five years since Tasmania's CRS was first announced.

A spokesperson for the NRE said "these processes are taking longer than expected due to the complexity of the procurement and contract negotiations", and that they are focused on getting Tasmania the best deal that will provide good "value for money" well into the future. Meanwhile, the Greens have long campaigned for the introduction of a CRS in Tasmania, having made it part of their policy for almost a decade.
