"We've known for a long time there's water in the landslide, but what we've now discovered is that there's water underneath the landslide that's under significant, tremendous pressure, and that pressure needs to be relieved," Phipps told LAist's daily news programThe primary approach to relieving that pressure, Phipps said, are dewatering wells. But those wells require power to function, and power has been cut off to the area.
