The manmade waterfall along the 91 Freeway in Cerritos?

The giant fountain was put in by the city of Cerritos decades ago. It is dry, now, because of a lack of funding. OK, not really a traffic question: But just south of the 91 Freeway near a Shoemaker Avenue off-ramp is a waterfall-ish feature that has been shut off for years.
