This is mainly due to its more complete accounting for deaths attributed to excessive natural cold or heat, which averaged 733 and 410 per year respectively from 2000 to 2020. Many people die from overheating or cold outside of extreme heat waves or cold snaps, so are missed by event-based methods.

The NOAA event-based database does try to account for those indirect deaths, as does EM-DAT. But the impacts of a storm or other extreme weather ripple out in ways that are hard to measure. “Displaced elderly people are very vulnerable,” said Mutter. “They lose track of what their medications are.”
