As a Seattle native, Evans attended Roosevelt High School before joining the U.S. Navy. He also attended the University of Washington to study civil engineering where he earned a bachelor's and master's degree. His alma mater went on to name their“He just lives integrity,” Sandra Archibald, told the University of Washington Magazine in 2007, when she was dean of the Evans School. “We call him a compass, a moral compass for future leaders.
