Vista is the latest city in San Diego County to enforce a ban on homeless encampments.
There hasn’t been an encampment violation recorded in the city in four years because the encampment ban — penned in 1968 — was not enforced during the pandemic
Herring was herself once homeless. She advises her clients to stay off the radar if you want to stay on the streets. “I understand people don’t want to see the homeless running around the streets in their neighborhoods. I understand that, but you can’t just throw them away or lock them up in jail," said John Grennier, who is experiencing homelessness in Vista.
