Bollards that were installed on Bourbon Street years ago designed to prevent such attacks like the one early on New Year’s Day were not in place, giving the suspect in the attack an opportunity to avoid police countermeasures in a brazen attack that killed at least 10 people and injure dozens of others. Officials said during a news conference on Wednesday that the bollards, posts that line the sidewalk to prevent vehicles from running into crowds, were not in place as the city worked to upgrade them ahead of the Super Bowl, which New Orleans will be hosting next month. While the bollards are under repair, police vehicles, other barriers and officers were being used to guard pedestrians on the bustling street that was packed with people for the holiday and the New Orleans police superintendent Anne Kirkpatrick said the city had a plan in place “but the terrorist defeated it.” “We did have a car there, we had barriers there, we had officers there, and they still got around,” Kirkpatrick said. “We did indeed have a plan, but the terrorist defeated it.” The police commander that oversees the district of the city where the attack took place said that a police car had been strategically positioned on the sidewalk to prevent access to Bourbon Street. But the attacker, 42-year-old Shamsud-Din Jabbar, was able to drive around the parked vehicle onto the sidewalk and into a crowd of people. Louisiana Gov. Jeff Landry said that part of federal and state investigations into the attack would be about how Jabbar was able to get onto the sidewalk and plow into the crow
