Arredondo, the on-scene incident commander, has been widely condemned for holding assembled officers back for more than an hour while sporadic gunfire was heard from the conjoined classrooms where Ramos was holed up — even as children in the classrooms called 911, begging to be rescued.Finally, members of a Border Patrol tactical team stormed the classroom and killed Ramos.
Col. Steven McCraw, director of the Texas Department of Public Safety, has said Arredondo’s decision to await reinforcements and specialized equipment before breaching the classroom was “the wrong decision, period. There’s no excuse for that.” He said officers should have gone in and confronted Ramos “as soon as you can.”
