Uvalde City Council expressed disappointment Tuesday night over the independent review into the Uvalde Police Department's response to the Robb Elementary School shooting. UVALDE, Texas - The Uvalde City Council has expressed disappointment over the independent review into the Uvalde Police Department's response to the Robb Elementary School shooting.

Multiple council members voiced their frustration at a city council meeting on Tuesday night. Frustration due to being legally bound to pay private investigator Jesse Prado for his services. The mayor pro tem says they are not satisfied with the report as well as how it was presented back in March. Councilman Hector Luevano points out Mr. Prado lacked sensitivity and compassion towards the families but did comply with the agreement made with city attorney Paul Tarski.

"We gave Mr. Tarski full reign to handle this investigation with Mr. Prado, so that's how this was managed. In hindsight, it was a mistake on my part," said Councilman Ernest W. "Chip" King III, District 5 City of Uvalde. Council had chosen not to see the agreement as a way to remain impartial but they describe that as a 'catch 22' situation. So far, the city has paid JPPI Investigations $97,000.
