A Utah state senator is pushing for the legalization of horse race betting, arguing that it's a game of skill, not chance, and could boost the state's economy. Sen. David Hinkins compares horse racing to the stock market, emphasizing the role of handicapping and research in determining outcomes. This proposal faces an uphill battle, as a similar initiative was defeated in 1992 due to opposition from the Church of Jesus Christ of Latter-day Saints.
A state senator is making a run for legal horse race betting, calling it "a game of skill," not of chance — a difference with a big distinction — especially in Utah .
"It's the same as playing the stock market,” said Sen. David Hinkins, R-Emery County. “So, if the stock market is legal, horse racing should be legal."Off to the races: New Utah plan could allow horse betting“If you're a handicapper and study the horses, you've got a good chance of being a winner,” he said.
KUTV asked a Church spokesman if the opposition holds today — he directed us to its statement on gambling:Hinkins said his plan is not only about wagers — which voters in any county that wants pari-mutuel betting would have to approve — but about economics too. "We're completely losing the horse racing industry in the state of Utah," he said. “Every county in Utah pretty much had a racetrack at one time.", may not be stuck in the mud, but it also is not galloping toward the finish line at the Capitol — at least not now.
