The Paris AI summit concluded with a declaration on inclusive and sustainable AI, but both the United States and United Kingdom declined to sign. The UK government expressed concerns over the declaration's lack of clarity on global governance and national security issues.

A communique titled 'Statement on Inclusive and Sustainable Artificial Intelligence' revealed that both the United States and the United Kingdom were absent from the list of signatories.

A UK government spokesperson stated that while London agreed to endorse commitments on sustainability and cybersecurity at the AI summit, it felt the declaration lacked sufficient practical clarity on global governance and didn't adequately address pressing concerns surrounding national security and the challenges posed by AI. 'Security remains a vital part of AI's future, and we look forward to continued discussions in this area,' the spokesperson informed CNBC via email. The document signed on Tuesday obligates signatories to 'ensure AI is open, inclusive, transparent, ethical, safe, secure, and trustworthy, taking into account international frameworks for all.' It also encourages 'AI deployment that positively shapes the future of work and labor markets' and 'making AI sustainable for people and the planet.' Furthermore, the AI declaration emphasizes 'making innovation in AI thrive by enabling conditions for its development and avoiding market concentration driving industrial recovery and development' as a key priority.France's AI summit was spearheaded by President Emmanuel Macron, who on Monday urged investors and tech companies attending the summit to 'choose Europe and France for AI' over the United States and the United Kingdom. Conversely, in a bid to position America as the 'leader' in AI, Vance declared in an address on Tuesday that Washington desires its European allies to cultivate a more receptive stance towards the technology. 'Just because we're the leader doesn't mean we want to or need to go it alone, of course,' Vance stated to an audience of prominent tech figures and political leaders in Paris. 'America wants to partner with all of you, and we want to embark on the AI revolution before us with the spirit of openness and collaboration.' Subsequent to Vance's speech, European Commission President Ursula von der Leyen announced the EU's commitment to mobilize a total of 200 billion euros for AI investments within Europe
