The Texas Commission on Environmental Quality next week will hold a meeting about an air quality standard permit renewal for the Argos USA concrete batch plant on Bennington in north Houston.Activists are trying to rally residents of the Northline neighborhood to call for greater environmental protections at a public hearing over the reapproval of an environmental permit of a longstanding concrete batch plant.
Air Alliance Houston is urging residents to call for the state environmental agency to require additional protections to be required at the facility, such as building a higher fence to block dust or limiting its hours of operation. Georgia-based Argos USA has owned the facility since 1988, according to Harris County Central Appraisal District records. The Bennington property is one of at least seven Argos USA-owned properties in Harris County, according to appraisal district records.Critics say that concrete batch plants are a nuisance and a health hazard for people who leave near them.
A compliance history report released by the environmental commission showed that the plant was investigated for violations at least 65 times between September 2017 and February 2023. In 63 of the those investigations, no violations were found, according to the report. Residents from around the plant have complained about releases of ash and other materials, and accused the plant owners of violating their existing permits.
