Union members have, for days, been at the Capitol urging lawmakers to pull back the proposal. "Because of collective bargaining, performance and accountability take a back seat," Johnson said, "as rigid contracts make it difficult to reward excellence and remove underperforming employees.""We haven't considered all the employees that are being impacted," he said. "I want to see the substitute. This is not a race. We still have five weeks and a day" left in the session.
