The suit names a lengthy list of defendants, including Mayor London Breed, the San Francisco Police Department, the Department of Public Works, the Department of Homelessness and Supportive Housing, the San Francisco Fire Department, the Department of Emergency Management and Sam Dodge, director of the Healthy Streets Operations Center.
According to data collected in the lawsuit, San Francisco doesn’t have nearly enough affordable housing — and there are not nearly enough shelter beds available — to provide even temporary relief for the city’s unsheltered population. In other words, the lawsuit alleges, unhoused individuals are being unconstitutionally punished simply for existing.
Included in the lawsuit are a number of concerning allegations about how unhoused individuals are treated during sweeps. Since the creation of the Healthy Streets Operations Center in 2018, the Coalition on Homelessness has “heard about significantly more property destruction and threats of arrest as the result of methodical, cruel and repetitive sweeps in San Francisco neighborhoods.
