Director General of the International Atomic Energy Agency , Rafael Mariano Grossi speaks to media in Kyiv, Ukraine, Tuesday, June 13, 2023. The largest nuclear power plant in Europe faces “a relatively dangerous situation” after a dam burst inand as Ukraine's military Kyiv launches a counteroffensive to retake ground occupied by Russia, the head of the United Nations nuclear watchdog said Tuesday.

Grossi said the level of the reservoir that feeds the plant is dropping “quite steadily” but that it didn’t represent an “immediate danger.” When asked about Ukraine's plans, Grossi noted that Russia controlled the plant and that it represented “yet again, another unwanted situation deriving from this anomalous situation.” Ukrainian workers still run the plant, though under an armed Russian military presence. The IAEA has a team at the plant, and Grossi said its members would be swapped out during his trip.

From GPS-guided bombs to electronic warfare, Russia improves its weaponry in UkraineFrom GPS-guided bombs to electronic warfare, Russia improves its weaponry in UkraineAs Ukrainian troops probe Russian defenses, Kyiv’s forces face an enemy that has made mistakes and suffered setbacks in the 15-month-old war. But Moscow also has learned from those blunders and improved its weapons and skills. Russia has built heavily fortified defenses along the more than 1,000-kilometer (600-mile) front line, honed its electronic weapons to reduce Ukraine’s edge in combat drones and used its massive Cold-War-era arsenal of heavy bombs to turn them into precision-guided gliding munitions capable of striking targets without putting its warplanes at risk. That could threaten to turn the fight into a long battle of attrition.
