Ukraine's European backers have insisted that a future peace deal must build in guarantees provided by the U.S. to deter Russia from recovering and then restarting the war later down the line. Russia launched its full-scale invasion of Ukraine in February 2022, and it controls about a fifth of Ukrainian territory. Seemingly irreconcilable positions on territory have always hindered progress in peace talks, with little indication Russia has given up on its ambitions of holding on to vast swaths of Ukraine. Territory is of “fundamental importance to the Russian side,“ Kremlin spokesperson Dmitry Peskov said on Monday, according to Russia's state-run RIA Novosti news agency. Moscow claims to have annexed the Donetsk and Luhansk regions of eastern Ukraine, collectively known as the Donbas, as well as Kherson and Zaporizhzhia in the southeast of the country. In 2014, Russia seized the Crimean Peninsula, which is to the south of mainland Ukraine. Russia controls most—but not all—of the Donbas, which was formerly Ukraine's industrial heartland. The remaining territory in Donetsk still under Ukrainian control is heavily fortified, key to the country's defenses, and analysts say it would take the Kremlin years to take the rest of the region by force. Russian officials are thought to be demanding parts of the Donbas currently still held by Kyiv. Ukraine has long said it cannot give up territory as it goes against the country's constitution. To do so would also be deeply unpopular with a Ukrainian society battered by years of bloody and gruesome warfare. Zelensky spoke with Trump in the Swiss town of Davos last week, while Witkoff and Trump's son-in-law Jared Kushner met with Russian President Vladimir Putin. Russian presidential aide Yury Ushakov said the latter meeting—which lasted four hours—featured “extremely frank and heart-to-heart conversation.“ Zelensky said after his meeting with Trump on Thursday an outline of security guarantees was finished. Against the backdrop of talks in the Middle East, Ukrainian officials said Russia had launched major drone and missile attacks on the country's two largest cities. Moscow has for months homed in on Ukraine's critical infrastructure, cutting off access to power and heating for residents each day throughout the austere winter season. Ukrainian authorities said on Saturday one person had been killed and about 40 others injured from late Friday to the early hours of Saturday. “Peace efforts? Trilateral meeting in the UAE? Diplomacy? For Ukrainians, this was another night of Russian terror,“ Andrii Sybiha, Ukraine's foreign minister, wrote on social media on Saturday. Sybiha said Putin “ordered a brutal massive missile strike against Ukraine“ as the talks were talking place, adding: “His missiles hit not only our people, but also the negotiation table.“ Russia's Defense Ministry said it had launched a “massive strike“ on Ukrainian energy and military facilities using drones and long-range precision weapons. What People Are Saying Ukrainian President Volodymyr Zelensky wrote on X on Saturday: “Provided there is readiness to move forward—and Ukraine is ready—further meetings will take place, potentially as early as next week.“ Kremlin aide Yury Ushakov, describing a meeting between Russian President Vladimir Putin and U.S. officials, including special envoy Steve Witkoff, said on Friday: “The meeting that has just ended in the Kremlin was useful in every sense both for us and for the American side.“
