WASHINGTON—The U.S. is providing Greenland with a package of development aid as part of a strategy to counter Russian and Chinese influence in the Arctic, focusing on energy, education and tourism, officials said Thursday.

A senior State Department official said the $12.1 million aid package to the autonomous Danish territory was part of a U.S. response to the challenging geopolitics in the Arctic. Denmark approved the opening of a U.S. consulate in the Greenland capital of Nuuk in December.
