) - Two park projects in the city got a boost Tuesday – the planned Brookley by the Bay waterfront park and Cooper Riverside Park along Mobile Bay. The Mobile City Council voted to formally accept two grants under the Gulf of Mexico Energy Security Act, or GOMESA, which comes from oil and gas lease revenue shared with the coastal states.

The grant will be used for a one-mile access road from Broad Street and a bike and pedestrian path that will run along the old bayfront road to the park. The council on Tuesday also considered a contract to design that road. A vote on that is expected next week. Jennifer Greene, the city’s director of programs and project management, said the GOMESA grant will pay for the $864,000 design contract. Leftover funds will be directed toward construction costs. Mobile bought 300 acres in 2020 with an eye toward developing a park that includes children’s play areas, picnic areas, walking trails, a beach and a boat launch. A master plan for the palnned 98-acre park estimates the cost of the first phase at about $18 million. Greene said development will happen as funding becomes available. “We’re also, every day, looking for more funding opportunities, working with the federal government and other agencies to see how we can round out the funding to complete construction of phase one,” she said after Tuesday’s council meeting.separating the park from the Mobile River. A renovation of the park itself should be completed by spring. And improvements are underway to bathrooms that date to before Hurricane Katrina. The GOMESA funding will pay for an elevated boardwalk that eventually will run from the National Maritime Museum of the Gulf to a planned private mixed-use development known as River Walk Plaza north of the Arthur Outlaw Mobile Convention Center. “So you’ll be able to continuously walk from the museum all the way through Cooper Riverside, past the convention center, until the end where it meets the port,” Greene said. Construction should start in about a year on both the access road and the boardwalk along the Mobile River, Greene said. “We’ll be doing it all together,” she said. “That’s what my department does, complex projects. … It’s a long-term project with design and then finding the money and putting it out to bid for construction.
