Federal prosecutors have charged two men in the Christmas Day attacks on four power substations in Washington state that left about 15,500 in the dark
.
Mr. Greenwood told investigators that he and Mr. Crahan planned to disrupt power so they could burglarize a business, according to the criminal complaint filed Saturday in the U.S. District Court for the Western District of Washington at Tacoma. The four substations were in Pierce County, Wash. Two were operated by Tacoma Power and the others were operated by Puget Sound Energy.A personal, guided tour to the best scoops and stories every day in The Wall Street Journal.Prosecutors allege the two men went to the substations Christmas Day, starting just before 3 a.m. local time. They broke locks or clipped gates, the complaint said, and circuit breakers were damaged at the substations.
Each man is facing up to 20 years in prison for conspiracy to attack energy facilities. Mr. Greenwood is also facing up to 10 years in prison for possession of unregistered firearms. Prosecutors said an unregistered rifle and a shotgun were found in the trailer where Mr. Greenwood was arrested.
