Sen. Rand Paul talks with U.S. Sen. Mike Lee in between television interviews in the Russell Senate Office Building rotunda on Capitol Hill June 1, 2015, in Washington, DC.In response to New York Senator Kirsten Gillibrand, a Democrat, moving to pass the legislation by voice vote—or unanimous consent—last week, Paul and Lee blocked the move, citing budgetary concerns.
