Mixed-use projects will have up to 365 apartments, ground-floor retail and commercial space

Preliminary plans have been submitted for two eight-story buildings with a total of up to 360 apartments near the Oceanside Municipal Pier.

“Our developer conference is intended to start the dialogue with the city of Oceanside on how we can continue the positive redevelopment momentum occurring downtown,” Bertao said. “We discussed opportunities and constraints, and goals and concerns specific to these sites with the various city departments.

SpringHill Suites opened in 2014 with the Hello Betty Fish House, a restaurant, on the first floor. Then Ryan built the seven-story Pierside South and four-story Pierside North apartment buildings on both sides of Mission Avenue east of the tracks, also with ground-floor retail businesses. Next Ryan built a 493-space, multi-story public parking structure north of Pier View Way, also on the east side of the tracks.

The Oceanside City Council approved a two-block, 12-story resort hotel proposed by San Diego developer and former Union-Tribune owner Doug Manchester in 1998 for Pacific Street near the pier. However, the Coastal Commission refused to sign off on changes to the city’s local coastal plan that were needed for the project, and Manchester’s Oceanside project died in 2002.

The moving trains blocked street traffic dozens of times a day, and the switching yard was considered an eyesore that attracted crime to the area. Negotiations with the railroad, the Marine Corps and regulating agencies concluded in 1988, when the railroad yard was moved to Camp Pendleton just north of the Oceanside harbor.
