Ms. McFarland was asked to write the letter after she was fired from her White House job shortly after Mr. Flynn's resignation. At the same time, the president asked then-White House chief of staff Reince Priebus to have Ms. McFarland write the letter.

"The evidence does not establish that the president was trying to have McFarland lie," the special counsel report concludes. "The president's request, however, was sufficiently irregular that McFarland—who did not know about the full extent of Flynn's communications with the president and thus could not make the representation that the president wanted—felt the need to draft an internal memorandum documenting the president's request.
