President Trump is expected to sign an executive order that will prioritize and free up federal funding for school choice programs, allowing military families to use Defense Department funds for private schools and directing the Department of Education to focus on school choice initiatives.
President Trump is poised to sign an executive order prioritizing and liberating federal funding for school choice programs, according to a White House document detailing an upcoming executive order obtained by CBS News. The order instructs Secretary of Defense Pete Hegseth to present a plan to President Trump outlining how military families can utilize Defense Department funds to send their children to their desired schools.
Furthermore, it mandates the Department of Education to prioritize school choice programs through its discretionary grant initiatives and instructs the Department of Health and Human Services to issue guidance on how states receiving block grants for families and children can allocate those funds to support private and faith-based institutions. The president is anticipated to sign the order on Wednesday, as indicated by a senior administration official. The executive order also directs the Department of Education to provide guidance to states on leveraging federal funding formulas, which determine the allocation of funds to districts and schools, to support their K-12 scholarship programs. The Interior Secretary, upon confirmation, must also submit a plan to the president outlining how families with students attending Bureau of Indian Education schools can utilize federal funds to send their children to a school of their preference. Approximately 47,000 American Indian and Alaska Native students are enrolled in Bureau of Indian Education schools. It remains unclear how much the administration can accomplish independently of Congress regarding prioritizing funding for school choice programs or enabling military children to attend schools chosen by their parents. It is also presently unconfirmed if the Office of Management and Budget's directive to temporarily suspend federal assistance would impact educational grant programs. A federal judge has also issued a stay on the order. President Trump's new executive action coincides with the forthcoming release of the National Assessment of Education Progress for 2024, which is projected to reveal that 40% of 4th graders failed to meet basic reading levels, the highest percentage ever recorded. The data will also indicate that fourth and eighth-grade average reading scores have continued a downward trend, each declining by two points from 2022. According to the NAEP, 70% of eighth graders were not proficient in reading, and 72% were not proficient in math. The data is scheduled to be released Wednesday at midnight. 'Every child deserves the best education available, regardless of their zip code,' the White House document states. 'However, for generations, our government-assigned education system has failed millions of parents, students, and teachers. This executive order begins to rectify that wrong by opening up opportunities for students to attend the school that best fits their needs.' Federal funding constitutes a relatively small proportion of funding for most public schools, approximately 14% of funding for public K-12 schools in the U.S., according to the U.S. Census Bureau. States account for roughly 44% of funding, and localities for about 43%. President Trump advocated for school choice during his presidential campaign and throughout his first term. School choice proponents have also hoped for tax breaks to facilitate private tuition payments, a measure requiring congressional approval. The president has selected former wrestling executive and former head of the Small Business Administration, Linda McMahon, to lead the Department of Education. She is yet to undergo confirmation hearings on Capitol Hill. Denise Carter currently serves as the acting secretary of education until a permanent successor is confirmed
