President Donald Trump is poised to sign an executive order on Wednesday that bans transgender athletes from participating in women's sports , fulfilling a key campaign promise. The order, titled 'Keeping Men Out of Women's Sports ,' will direct federal agencies, including the Department of Justice, to interpret Title IX rules as prohibiting transgender girls and women from competing in female sports categories.
It mandates immediate enforcement, targeting schools and athletic associations that deny women single-sex sports and locker rooms. State attorneys general will be tasked with identifying best practices for enforcing the mandate. The White House anticipates sports organizations like the NCAA will adjust their rules to align with the executive order. NCAA President Charlie Baker previously acknowledged that 'clarity on this issue at the federal level would be very helpful.' Trump's signing ceremony will feature athletes, coaches, and advocates who have campaigned against transgender participation in women's sports. Over 60 attendees, including former University of Kentucky swimmer Riley Gaines, are expected to be present.Deputy Assistant to the President and Senior Policy Strategist May Mailman emphasized the order's aim to 'affirmatively protect women's sports' and overturn Biden-era policies that treated gender identity and sex as equivalent. However, the Human Rights Campaign President Kelley Robinson criticized the order, predicting increased discrimination and harassment. She warned that it could 'expose young people to harassment and discrimination, emboldening people to question the gender of kids who don't fit a narrow view of how they're supposed to dress or look.' Robinson stressed that sports are about values like teamwork, dedication, and perseverance, and finding a place to belong, emphasizing the need for inclusivity rather than exclusionary policies.Mailman countered that the order's goal is not to enforce rigid sex stereotypes in sports but to safeguard women's sports. She suggested that co-ed categories would remain an option. If universities fail to comply, the White House warned of potential consequences, including loss of federal funding and legal action. Mailman stated, 'If schools don't comply, it's not just that they're at risk of DOJ-based actions. Title Nine has a private right of action component behind it, so if schools are violating the law, they're at risk of lawsuits from their female students, that is going to actually be more than just taking away federal funding. These are multi-million dollar lawsuits.' The executive order also instructs the Secretary of State to advocate for changes within the International Olympic Committee to maintain single-sex competition and the Department of Homeland Security to review visa policies to prevent transgender women from identifying as female for competitive advantage. It directs private sporting organizations to attend a White House meeting to hear firsthand accounts from female athletes who have been impacted by the participation of transgender athletes.
