Democrat Jimmy Carter formally recognized the People's Republic of China over Taiwan, Republican George H.W. Bush maintained dialogue with Chinese leaders in the years following the Tiananmen Massacre, and Democrat Bill Clinton supported China's membership in the World Trade Organization .
