A federal judge halts President Trump's attempt to pause federal grants and loans for a review aimed at eliminating progressive initiatives. The order applies temporarily to existing programs, but officials assure that direct assistance programs like SNAP, Social Security, Medicare, and Medicaid are safe.
A federal judge temporarily halted President Donald Trump's plan to suspend funding for federal grants and loans while his administration conducts a review aimed at eliminating progressive initiatives. The administrative stay, prompted by a lawsuit filed by nonprofit organizations, is in effect until Monday and applies only to existing programs. Trump officials stated that programs providing direct assistance to Americans would not be affected.
These include Food Stamps (SNAP), Student Loans, Social Security, Medicare, Medicaid, funds for Small Businesses and Farmers, Pell Grants, Head Start, and Rental Assistance. Officials explained that new administrations must review federal programs to ensure they are implemented according to the law and the new President's policies. The Office of Management and Budget (OMB) issued guidance requesting agencies to temporarily halt, to the extent permitted by law, grant, loan, or federal financial assistance programs potentially impacted by President Trump's Executive Orders. The guidance specifies that any program not directly implicated by these Executive Orders is exempt from the pause. The Executive Orders listed include: Protecting the American People Against Invasion, Reevaluating and Realigning United States Foreign Aid, Putting America First in International Environmental Agreements, Unleashing American Energy, Ending Radical and Wasteful Government DEI Programs and Preferencing, Defending Women from Gender Ideology Extremism and Restoring Biological Truth to the Federal Government, and Enforcing the Hyde Amendment. Programs providing direct benefits to individuals are explicitly excluded from the pause. The guidance establishes a process for agencies to work with the OMB to quickly determine if any program contradicts the President's Executive Orders. A pause could be as short as a day. In fact, the OMB has collaborated with agencies and has already approved numerous programs to continue even before the pause took effect. All legally required payments will be made without interruption or delay. Frequently Asked Questions (FAQs) address concerns regarding the scope and purpose of the pause. The FAQs clarify that the pause does not apply to all federal financial assistance and specifically excludes programs like SNAP, student loans, Social Security, Medicare, Medicaid, and others providing direct benefits to Americans. The FAQs also emphasize that the temporary pause is not an impoundment under the Impoundment Control Act, but rather a necessary step to ensure programs align with the new administration's policies. The FAQs reiterate the importance of reviewing federal programs and acting as responsible stewards of taxpayer money
