As for Trump, he’s never come near winning the popular vote. He lost it by three million in 2016. He became president that year only because of the Electoral College vote – and a lot of luck. His votes just happened to fall in the right states. But amending the Constitution to eliminate the Electoral College would require the approval of 38 state legislatures. The small states stand in the way. If you live in a state like Wyoming or Montana, your vote for president has four times the effect of a vote cast in California. Why give up that advantage?The state legislatures that sign up for the compact agree to award their electoral votes to the winner of the national popular vote.
