That dichotomy represents how a lot of industry experts and advocates feel about AI -- it's a transformative technology, the new digital age, but it should be regulated before it has the chance to harm people across a wide spectrum.

"I would be very surprised in the new administration if our plan is to work closely with China on regulation or international standards," said Aaron Poynton, the chairman of the American Society for Artificial Intelligence, a nonprofit group working to ensure ethically responsible AI development. "What’s happening now is really going to define winners and losers in the global economy, ways of life, standards of living, and military and economic strength.

Poynton cautions against rushing to pass federal legislation. He said for now, states are acting as the laboratory for regulations, and the government can watch how those ideas play out, along with letting the courts set precedent.
