This initial wave of executive orders, some of which may be implemented later in the week, is anticipated to encompass a blend of campaign promises, reversals of outgoing President Joe Biden's policies, and a restructuring of the federal workforce. Among the most eagerly anticipated actions for Trump's MAGA base is an order declaring a national emergency on the U.S.-Mexico border, aimed at curbing illegal immigration and other cross-border criminal activities.Trump, during a rally at Capital One Arena on Sunday, stated, 'You're going to see executive orders that are going to make extremely happy, lots of them. ... We have to set our country on the proper course.' He added, 'By the time the sun sets tomorrow evening, the invasion of our borders will have come to a halt, and all the illegal border trespassers will in some form or another, be on their way back home.' This echoes Trump's actions during his first term when he declared a national emergency to redirect Defense Department funding towards border wall construction, despite Congress's refusal to allocate the requested funds. This declaration was subsequently blocked by a federal court, a decision reversed by Biden before a Supreme Court ruling could be issued.Trump, who outlined the core elements of his plans during a breakfast meeting with Republican senators, also intends to halt funding for climate-related provisions within Biden's Inflation Reduction Act. This move could challenge the president's authority to unilaterally withhold congressionally approved funds. The Impoundment Control Act of 1974 mandates the executive branch to spend allocated funds, but Trump's nominee for the White House Office of Management and Budget expressed during a confirmation hearing last week that he considers the law unconstitutional. Furthermore, Trump plans to reclassify thousands of federal civil service jobs to facilitate filling them with appointees dedicated to implementing his agenda. This strategy was announced toward the end of his first term in 2020. Stephen Miller, the incoming White House deputy chief of staff for policy, briefed GOP lawmakers on the forthcoming orders during a phone call on Sunday.
