This visit, which saw Grenell meet with Venezuelan President Nicolás Maduro, may come as a surprise to some Venezuelans who hoped for a continuation of the 'maximum pressure' campaign against Maduro that characterized Trump's first term. Grenell's mission, according to Mauricio Claver-Carone, Trump's special envoy to Latin America, is a 'very specific mission' aimed at achieving the Trump administration's goal of restoring democracy in Venezuela. Claver-Carone urged the Maduro regime to heed Grenell's message, warning that 'ultimately there will be consequences otherwise.' The visit occurs just weeks after Maduro was sworn in for a third six-year term despite credible evidence that he lost last year's election by a substantial margin. The U.S. government, along with several other Western nations, does not recognize Maduro's claim to victory. Trump's instructions to Grenell include identifying a location for repatriation flights carrying deported Venezuelan migrants, including members of the Tren de Aragua criminal organization, to land in Venezuela. Additionally, Trump has ordered Grenell to ensure that all U.S. detainees in Venezuela are returned home. Over 7.7 million Venezuelans have fled their country since 2013, when its economy collapsed and Maduro assumed office. Most have settled in Latin America and the Caribbean, but the pandemic has seen an increase in Venezuelan migration towards the United States. The desire for better living conditions and opposition to Maduro's policies are expected to continue driving Venezuelan emigration.
