Trump has fired officials overseeing government ethics and whistleblower complaints, paused enforcement of a bribery law, and shown a disregard for traditional constraints on executive power.

The White House said the action was needed because American companies “are prohibited from engaging in practices common among international competitors, creating an uneven playing field.
