The Trump administration is poised to roll back key climate regulations by rescinding the EPA's endangerment finding, which allows the agency to regulate greenhouse gas emissions under the Clean Air Act. This move is expected to trigger legal challenges and has significant implications for the auto industry and the future of climate policy.

The Trump administration is set to officially rescind a critical scientific determination on Thursday, a move representing a major assault on climate pollution regulations. This action marks a decisive effort to dismantle initiatives aimed at addressing global warming. The core of this decision involves overturning the foundational finding that pollutants stemming from the combustion of fossil fuels, including methane and carbon dioxide, can be regulated under the Clean Air Act .

The Environmental Protection Agency (EPA) now contends that the Clean Air Act doesn't grant it the legal authority to govern greenhouse gases. White House Press Secretary Karoline Leavitt stated at a Tuesday briefing that this would be the most extensive deregulatory action in American history. EPA Administrator Lee Zeldin is scheduled to join President Trump at the White House for the formal announcement on Thursday, according to Leavitt.\The endangerment finding was based on a specific section of the Clean Air Act that focuses on vehicle emissions regulation. Consequently, the EPA is expected to also end regulations tied to this finding. Abigail Dillen, president of the environmental law group Earthjustice, criticized the decision, describing it as a significant setback for the millions of Americans affected by climate-related disasters and their consequences. She also emphasized that Earthjustice would pursue legal action to ensure the government fulfills its duty to protect citizens. Trump has consistently dismissed the fundamental principles of climate science, labeling climate change as a deceptive scheme. This move represents his latest endeavor to dismantle the ambitious climate agenda of the former President Biden and hinder the ability of future administrations to limit human-caused greenhouse gas emissions that are warming the planet. This action is almost certain to trigger years of court battles that will eventually reach the U.S. Supreme Court. \The EPA's regulations on greenhouse gas emissions from vehicles have been central to the agency's long-term efforts to compel the U.S. auto industry to produce less-polluting vehicles. Under the Biden administration, regulations were set at levels so demanding that the White House anticipated automakers would need to make electric vehicles (EVs) account for up to 56% of their sales by 2032 to comply. The Trump administration is now planning to entirely eliminate these restrictions, as part of a multi-pronged strategy to roll back policies that support EVs. Simultaneously, Congress has removed penalties for non-compliance with fuel economy standards, effectively allowing automakers greater freedom to focus on larger, less fuel-efficient gasoline and diesel vehicles. The profitability of large, gas-guzzling trucks has significantly boosted automakers' profits, partly offsetting the added costs associated with tariffs. The EPA's greenhouse gas limits for cars were particularly beneficial for all-electric automakers such as Tesla and Rivian. However, established automakers argued that the Biden-era rules were not aligned with market realities. Despite consumer tax credits and other incentives, EVs currently represent around 10% of new car sales. As a result, the auto industry generally welcomed plans to weaken EV regulations. However, the constant shifts in regulations pose challenges for product planning, which requires decisions to be made years in advance. Automakers are also increasingly concerned about the competitive threat from Chinese automakers, who are introducing more impressive and affordable EVs each year. Executives emphasize the need to invest in EVs to remain competitive long-term. MEMA, the trade group representing auto parts manufacturers, has urged the EPA to maintain greenhouse gas regulations to provide stability and support U.S. companies in the global EV market. Leavitt stated that rescinding the endangerment finding would save $1.3 trillion, primarily through savings on the sticker prices of new vehicles. While EVs typically have higher upfront costs in the U.S., they often have lower operating costs over their lifespan. Studies have indicated that under the stricter EPA rules, drivers save money overall due to reduced gasoline consumption, not to mention the health and environmental benefits
