The police department for New Jersey's capital city is under investigation by the U.S. Department of Justice and the U.S. Attorney's Office.
The investigation will focus on whether the department engaged in a pattern of discriminatory or unconstitutional policing, and whether there are violations of the Constitution and federal law.
Practices under investigation include use of force; stops of pedestrians and motorists; and searches of cars and homes. The investigation began after a review of "publicly available information and other information provided to us," Clarke said.
