The popular social media app is being used to further China’s foreign policy aims, according to a leak.

However, TikTok owner ByteDance told the Guardian that the version of the documents it had viewed was retired in May this year, before the Hong Kong protests began. It now takes a “local” approach, it said in a statement. “We also consult with a number of independent local committees and are working to scale this at a global level, including forming an independent committee of leading industry organisations and experts to continually assess these policies,” ByteDance said.

“The omnipresent state has to protect itself to justify its own existence and so many people are involved in that process. It's not surprising to see technology companies attempting to navigate the situation with difficulty.” He points out that China has for many years imposed restrictions on or banned many of the platforms people take for granted in the West. “Messaging inside China has always been carefully orchestrated to push the Party message and keep dissent suppressed. Where perceived threats have been identified, the Chinese approach has always been robust, heavy handed and oppressive.”
