LONDON — Three people were killed in a shooting on a tram in the Dutch city of Utrecht on Monday morning, the town's mayor said. The gunman remained on the loose Monday afternoon. Dutch officials raised the threat alert to its highest level around the town of Utrecht.“We expect a terror motive. Our thoughts are with the next of kin and the witnesses of this horrific event,” the town's mayor Jan van Zanen said.
